Whats the best bait for Carp and Buffalo?
Will they readily accept Catfish stink baits also?
Will a Zebco 33 rigged with 15 lb test welded onto a 7 ft Med-Hvy Ugly Stick Rod, do the job on these brutes once I drive the hook home and cross their freaking eyes??

No. Carp do not like stink-baits. They prefer sweet baits such as corn or a homemade concoction consiting of sweet things mixed with bread.
I have no problem catching Carp on my Zebco 33′s with 12LB Stren. One is on a Medium-Heavy rod the other is on a Medium. Your set-up will do fine.
